The Accountability State Authority chairs the WGFACML 17th meeting
Under the chairmanship of H.E. Counsellor/ Mohamed El-Faisal Youssef, President of the Accountability State Authority of Egypt (ASA) and Chair of the INTOSAI Working Group on Fight Against Corruption and Money Laundering, the WG conducted for its 17th Annual Meeting in Abu Dhabi-United Arab Emirates, from the 3rd to the 5th of September, 2024. The event brought together the representing officials and experts of the WG member SAIs working in the field of combating corruption and money laundering from around the globe.
H.E. Counsellor/ Mohammed El-Faisal Youssef inaugurated the Meeting with
a speech emphasizing the crucial role of international cooperation in the field of combating corruption and money laundering. H.E. highlighted the vital role carried out by the civil society and non-governmental organizations in enhancing transparency and accountability.
The President of the Accountability State Authority also underscored the importance of leveraging social networks and awareness campaigns to foster a robust anti-corruption front as well as enhance societies’ capacities to address this phenomenon.
The Meeting focused on achieving an integrated vision to combat corruption through community efforts, with a particular emphasis on the role of civil society and social networks in spreading awareness and combating corruption. This issue aligned with the ASA’s proposal for the Annual Meeting’s theme, which received a wide response from the various participating SAIs.
Discussions also explored ways to develop modern tools and methods as well as to enhance cooperation between governmental and non-governmental bodies to achieve this goal.
Furthermore, the Meeting witnessed a presentation on the WGFACML’s achievements, including the development of Guidelines, the organization of training courses and the exchange of knowledge and experiences among SAIs. Additionally, the progress exerted in the WG’s Work Plan 2023-2025 was reviewed and the global best practices in combating corruption were discussed.
The Meeting was concluded with a series of important recommendations, most prominently; enhancing international cooperation in fighting against corruption and money laundering; developing programs and applications that empower citizens to report on corruption cases as well as expanding the scope of cooperation with civil society and social networks in order to raise public awareness on the impacts of corruption and means for addressing it.

The ASA of Egypt Hosting the 14th INTOSAI KSC SC Meeting
H.E. Counsellor/Hesham Badawy; President of the Accountability State Authority of Egypt and Chair of the Working Group on Fight Against Corruption and Money Laundering, physically hosted the 14th INTOSAI KSC SC Meeting in Cairo – Egypt with the attendance of H.E. Counsellor/ Mohamed El-Faisal Youssef; the ASA Vice President, during the period from the 12th to the 14th of September 2022.
The Meeting was headed by H.E. Mr. Girish Chandra Murmu; the Comptroller and Auditor General of the Office of the Comptroller and Auditor General of India, Chair of the INTOSAI KSC and the INTOSAI WGITA, with the attendance of (48) participants from (15) KSC SC members, observers and partners which were:
the SAIs of India, Brazil, Egypt, Finland, Philippines, Russian Federation, Switzerland, Uganda, UAE, Qatar, Senegal, Thaila4nd, Cameroon, Austria and Malaysia in addition to the SAIs of Kenya and Niger.
The 14th KSC SC Meeting’s Agenda included the live as well as the video presentations from the KSC SC representatives of the member working groups and the INTOSAI Goal Committees in addition to the presentations of the KSC Chair; SAI India.
The successful and fruitful proceedings of the Meeting witnessed the exchange of various informative experiences as well as sharing the recent and ongoing activities in addition to the progress reports of the participating entities. It was approved during the Meeting that SAI UAE will be the host country of the 15th INTOSAI KSC SC Meeting while SAI Thailand will be the same of the 16th INTOSAI KSC SC Meeting.

The 15th INTOSAI WGFACML Meeting Hosted Virtually by the Accountability State Authority of Egypt
on May 11th , 2022
Under the auspices of H.E. Counsellor/ Hesham Badawy; President of the Accountability State Authority of Egypt and the WGFACML Chair, the ASA hosted virtually the 15th Meeting of the INTOSAI Working Group on Fight Against Corruption and Money Laundering on May 11th, 2022.
The Meeting was presided over by H.E. Counsellor/ Mohamed Al-Faisal Yousef; the ASA Vice President, with the participation of (22) Working Group member SAIs.
H.E. Counsellor/ Mohamed Al-Faisal Yousef welcomed, in his opening speech, the delegations who participated in the Meeting that was held amidst various challenges imposed by Covid-19 pandemic on all fields of the audit work that necessitate working during exceptional circumstances.
His Excellency pointed out that the WG has come a long way towards achieving its main objectives, and reviewed some of the steps that have been taken in this regard. In addition, H.E. congratulated the SAIs of France and Ukraine for joining the membership of the Working Group, and he ended his speech by encouraging the effective and perpetual contributions of the WG member SAIs to the WG work building on the steps the WG has already taken towards achieving its aspired goals.
Following that, the Working Group Secretariat presented a Progress Report on its achievements since the last WG Meeting in November 2020, then the WG member SAIs of Austria, Mexico, the United States of America, the Russian Federation, Indonesia and France made their presentations covering various topics in the field of fighting corruption and money laundering.
Upon the Meeting’s closure, H.E. Counsellor/ Mohamed Al-Faisal Yousef expressed his aspiration that the WG member SAIs would reinforce the bonds of co-operation and collaboration among them aiming to achieve more valuable accomplishments. Finally, H.E. congratulated SAI Thailand for being the host for the 16th INTOSAI WGFACML Meeting in 2023 and thanked the participants for their beneficial presentations and exerted efforts.

Side event of special session of the United Nations General Assembly against corruption
Special session of the United Nations General Assembly against corruption side event, titled "Imperative role of Supreme Audit Institutions in the Prevention and Fight Against Corruption in modern times" organized virtually by the UAE supreme Audit Institution on June 2, 2021.

The second organizational meeting of INTOSAI Global Expert Team (IGET)
SAI, United Arab of Emirates ,leader of INTOSAI Global Expert Team (IGET) has hosted It's second organizational meeting which has been held virtually on May 31,2021.
It has been held with the participation of members of IGET , SAI Egypt ,Austria ,Ecuador ,Hungary ,Italy, Portugal and Russia .
The Agenda discussed, the amendment to the IGET Terms of Reference, IGET action Plan and feedback received ,Presentation by SAI Russia on INTOSAI University and a brief about the side event that is organized in the special session of the UN general assembly against corruption.

The 14th Meeting of INTOSAI Working Group on Fight Against Corruption and Money Laundering hosted virtually by the Accountability State Authority of Egypt on November 24th , 2020
The Accountability State Authority of Egypt headed by H.E. Counsellor/ HeshamBadawy; ASA President and WGFACML Chair, hosted the 14th WGFACML Meeting held virtually on November 24th, 2020 with the participation of 24 Supreme Audit Institutions.
During the meeting, the WG Secretariat presented to the members the activities it performed throughout the year (2019-2020), and the new WG Work Plan (2020-2022) was adopted .Also, SAIs of Ecuador, USA, Austria, and Brazil made presentations to the WG members.
In addition, three new SAIs joined the WGFACML membership ; SAIs of France,
Philippines and Ukraine leading the WG to be 34 member SAIs chaired by
the Accountability State Authority of Egypt.
Furthermore, the State Audit Office of the Kingdom of Thailand was chosen to be the host country for the 15th WGFACML Meeting in 2021.

The Participation of the INTOSAI WGFACML Secretariat in the 12th Steering Committee Meeting of the INTOSAI Knowledge Sharing and Knowledge Services Committee (KSC-SC) held virtually on 21 September 2020
The INTOSAI WGFACML Secretariat had participated in the 12th Steering Committee Meeting of the INTOSAI Knowledge Sharing and Knowledge Services Committee (KSC-SC) held virtually on September 21st 2020.
During the meeting, the INTOSAI WGFACML Secretariat’s report concerning the working group’s achievements was approved in accordance with the latest developments in the group’s work activities.
The proposal - which had been submitted by the WGFACML Secretariat for conducting training programs for SAIs’ members in the field of fighting against corruption and
money laundering - was approved.
The Chair of the (KSC-SC) Committee Secretariat welcomed the invitation made by the ASA of Egypt as Chair of INTOSAI WGFACML to host the 13th KSC-SC Meeting 2021.

Relabeling and Renaming of two INTOSAI WGFACML Publications
After the establishment of the INTOSAI Framework of Professional Pronouncements (IFPP), updates have occurred regarding two INTOSAI WGFACML Publications (English version) :
GUID 5260:
Endorsed in 2016 as INTOSAI GOV 9160 - Enhancing Good Governance for Public Assets - Guiding Principles for Implementation, it was relabeled and renamed as: GUID 5260 - Governance of Public Assets.
GUID 5270:
Endorsed in 2016 as ISSAI 5700 - Guideline for the Audit of Corruption Prevention in Government Agencies, it was relabeled and renamed as:
GUID 5270 - Guideline for the Audit of Corruption Prevention.

Virtual Meeting between INTOSAI Professional Standards Committee Chair and Vice Chair, Technical Support Function Team and WGFACML Secretariat
Within the course of exchanging knowledge and enhancing co-operation with INTOSAI bodies , the WGFACML Secretariat participated in a virtual meeting on July 14th,2020 with the INTOSAI Professional Standards Committee Chair and Vice Chair as well as the Technical Support Function Team. There were several points of concern that were discussed between both sides on this first meeting which was agreed to be a start for other beneficial meetings to come.

Counselor / Hesham Badawy (ASA President) & WGFACML Chairman Participation In the 8th Session of the conference of the States Parties to the United Nations Convention against Corruption in Abu Dhabi, United Arab Emirates, 14 - 15 December 2019
His Excellency Counselor / Hesham Badawy - (ASA President) & WGFACML Chairman participated in the 8th session of the Conference of the States Parties to the United Nations Convention against Corruption in Abu Dhabi, United Arab Emirates, on 16 - 20 December 2019.
He also participated in the meeting held on 14 and 15 December 2019, concerning the initiative of the SAI of the United Arab Emirates to establish permanent cooperation between SAIs and Anti-corruption authorities.
During this meeting, his excellency reviewed the achievements and contributions of the working group in the field of fighting corruption and money laundering.
His Excellency reviewed the efforts made by the WG to enhance the professional capabilities of WG member SAIs in the field of fighting corruption and money laundering through the guidelines issued by the working group, as well as the initiative under development between the WG Secretariat and IDI to study the training needs of the WG member SAIs in the field of fighting corruption and money laundering, in addition to a number of training programs that will be developed in the light of analyzing these training needs.
He also reviewed the vision of the WG with regard to identifying the necessary needs for capacity building , exchanging knowledge and professional cooperation in the field of fighting fraud and corruption , besides establishing permanent cooperation between both anti-corruption authorities on the one hand and SAIs on the other hand in order to maximize the benefits that can be achieved from this cooperation and to announce long-term cooperation between SAIs and Anti- Corruption Authorities at the national , regional and global levels to support this initiative within the framework of the United Nations Convention against Corruption.

ASA chairs the 13th WGFACML meeting in Nanjing – China
The Accountability State Authority of Egypt (ASA), chaired the 13th meeting of the INTOSAI Working Group on the Fight Against corruption and Money Laundering (WGFACML) hosted by the CNAO of China in Nanjing city 25-27 April 2019.
ASA Vice President Mrs. Mona Tawheed on behalf of H.E. Hesham Badawy and Mr. Hao Shuchen CNAO deputy Auditor General opened the event by addressing the delegates from 18 member SAIs. The meeting previewed the WG past progress, current and future activities. Also, many member SAIs shared their best practices and experiences in the field of fighting corruption and money laundering. It was planned that the upcoming meeting will be hosted by Egypt.

The 5th Meeting of INTOSAI WGFACML Subgroup 2 on "Audit of Corruption Prevention in Public Procurement"
The 5th meeting of INTOSAI WGFACML subgroup 2 assigned to develop the Guideline on "Audit of corruption prevention in public procurement was held in Muscat - OMAN during 5 and 6 March 2019, with the attendance of subgroup member SAIs:
Germany (Chair), Austria (Co-Chair), Poland, Czech Republic and Oman (the host) and the WG Secretariat (Egypt), to discuss the final draft of the guideline.

WGFACML 13th meeting new venue Nanjing, China
Regarding to WGFACML 13th meeting that will be hosted by National Audit Office of China (CNAO) on the 25th- 26th April 2019.
WG Secretariat announce that the meeting venue will be changed to be held at the CNAO Audit Academy in Nanjing instead of Beijing, China.

upcoming working group meeting is to be hosted by the National Audit Office of the People's Republic of China (CNAO) in Beijing, China within the period 25-26 April 2019.
